Meta's WhatsApp AI chatbot rule (2026): what is banned, and why business AI agents are allowed
Since January 2026 Meta bars general-purpose AI assistants from WhatsApp Business. What the rule says, what it allows, and what AI agents must still do.

Since 15 January 2026 Meta's WhatsApp Business terms bar "AI Providers" — companies whose product on WhatsApp is a general-purpose AI assistant, such as an LLM chatbot anyone can talk to about anything. A business using AI to answer its own customers about its own products and services is not affected: there the AI is "incidental or ancillary" to the business. Meta's messaging policy still requires a clear path to a human.
What changed
Meta added a clause called AI Providers to the Meta Terms for WhatsApp Business Platform. It applied to new API customers from 15 October 2025 and to everyone from 15 January 2026. It names "providers and developers of artificial intelligence or machine learning technologies, including but not limited to large language models, generative artificial intelligence platforms, general-purpose artificial intelligence assistants" and says they are "strictly prohibited" from using the WhatsApp Business Platform "when such technologies are the primary (rather than incidental or ancillary) functionality being made available". Meta decides which side of that line a service falls on.

The test is what the number is for
If a customer messages your number to buy, book, ask about an order or get support from your business, the AI answering them is ancillary. If people message the number to use the AI itself, it is the primary functionality — and that is what the clause removes.
What still applies to every AI agent
- A path to a person. Meta's Business Messaging Policy requires that, while automation answers inside the 24-hour window, the customer has a clear way to reach a human — a handover, a phone number, an email or a store.
- Opt-in and opt-out. The AI may answer anyone who writes first; it may only start conversations with people who opted in, and must stop when they say so.
- WhatsApp data is not training data. The terms forbid using WhatsApp data to train AI models, except fine-tuning a model for the business's exclusive use.
- Restricted topics. The same prohibited and restricted categories apply whether a person or an AI is typing.

When did Meta's AI chatbot rule take effect?
For new WhatsApp Business Platform customers on 15 October 2025, and for all existing ones on 15 January 2026.
Does the AI rule change WhatsApp pricing in India?
No. Meta added per-message charges for AI Providers in a few regions where law required it to allow them, and says this does not change how any other business is charged. Indian businesses pay the usual rates.
