WhatsApp Business API pricing in India (October 2026): every rate in rupees, and the change that makes replies cost money
Meta's per-message rates for India in rupees — marketing, utility, authentication and service — with GST, volume tiers, three worked examples before and after 1 October 2026, and the mark-ups to look for in a WhatsApp tool's pricing.

In India, Meta charges ₹0.8631 for a marketing message and ₹0.115 for a utility or authentication message, per message delivered, plus 18% GST. Replies inside a customer's 24-hour window are free until 1 October 2026; from that day Meta charges ₹0.115 for each one. Everything is still free for 72 hours after someone arrives from a Click-to-WhatsApp ad. Meta bills you directly; a tool that quotes a higher per-message price is adding a margin.

How Meta charges for WhatsApp
Since 1 July 2025, the WhatsApp Business Platform prices each template message on its own. There are four categories, and only three of them cost anything:
- Marketing — an offer, a launch, a reminder to buy. Always charged.
- Utility — an order confirmation, a delivery update, a booking reminder. Charged when sent outside a customer’s 24-hour window, free inside it.
- Authentication — a one-time passcode. Same rule as utility.
- Service — you answering a customer who wrote to you. Free until 1 October 2026; charged per message after that.
The 24-hour window is the whole game. It opens every time a customer messages you and closes 24 hours after their last message. Inside it, you can send anything — text, a picture, a catalogue item, an AI’s answer. Outside it, you can only send an approved template, and Meta charges for it by category. What changes in October is that the inside of the window stops being free.

A marketing message costs seven and a half times a utility message. That ratio is the reason template category matters: a “your order is on its way” that Meta classifies as marketing because it ends with “shop again” costs you ₹0.7481 more, every time.
What changes on 1 October 2026
Meta has published two changes to how the inside of the 24-hour window is priced. Both take effect on 1 October 2026, and both are on Meta’s own pricing pages rather than in a reseller’s newsletter — the link is at the foot of this section.
- Service messages are charged. Every non-template message a business sends inside a customer’s 24-hour window — a reply, a question back, a photo, an AI’s answer — is charged per message at the market’s utility rate. In India that is ₹0.115 before GST. There are no volume tiers for service messages. The customer’s own messages are never charged.
- Utility templates inside the window are charged. An order confirmation sent while the customer is still talking to you was free; from October it costs the same ₹0.115 as one sent the next day.
Marketing and authentication rates do not change. Neither does the 72-hour free entry point: a customer who arrives from a Click-to-WhatsApp ad or a Facebook Page button still opens three days in which every message is free.
What this does to a busy inbox
A business that sends 20,000 replies a month — the property developer in the examples below — goes from paying nothing for them to about ₹2,714 a month with GST. Not ruinous, but it is now money, and it makes a reply that says nothing — “Sure!”, “Let me check”, “Anything else?” — a reply worth not sending. Five short messages where one would do is five charges.
Add a payment method to your WhatsApp account before then
Meta’s page says it will stop delivering service messages from 1 October 2026 on any WhatsApp Business Account that has no payment method on file by the day before. Every reply your team or an AI sends inside the window is a service message, so a number with no card or credit line at Meta goes quiet on that day. Add one in WhatsApp Manager under Billing — it takes a few minutes, and it is Meta’s bill, not the software’s.
A claim that goes round with these changes — that each number gets a thousand free service messages a month — is not on Meta’s page and is not in this guide.

What stays free
- Receiving messages. A customer writing to you costs you nothing, before or after October.
- 72 hours after a Click-to-WhatsApp ad. A customer who arrives from a Meta ad or a Facebook Page button opens a three-day window in which every message, marketing included, is free. For a business that runs ads, this is now the most valuable window there is.
- Authentication templates inside the window. An OTP sent to a customer who is already talking to you stays free.
- Until 1 October 2026, every reply inside the window. The two weeks before the change are the last in which an inbox’s replies are free of charge.
What this means for an AI that replies
Before October, an assistant that answered inside the window cost nothing in message fees. After it, every one of its replies is ₹0.115 — which is the reason to want an assistant that answers in one message rather than four, and that carries the customer to a decision rather than to another question. The cheapest WhatsApp operation is still the one that answers fast and sells; it is just no longer free to be chatty.
GST and volume tiers
Meta has billed eligible Indian businesses in rupees since January 2026 — every account must move to rupee billing by the end of 2026 — and adds 18% GST to the invoice. Every figure in a “per message” comparison should say whether it includes it; the rates above are shown both ways.
Volume discounts exist for utility and authentication and not for marketing. They start at volumes most businesses never reach — the first utility discount begins above 2,50,00,001 messages a month:

Tiers reset monthly and are counted per WhatsApp Business Account. A business sending under two and a half crore utility messages a month pays the first rate throughout.
Three worked examples
Three businesses, sized like the ones that actually run on WhatsApp in India, with a month’s bill before and after 1 October 2026. GST included.

Before October the pattern is the same in all three: marketing broadcasts are the bill and everything else is a rounding error. After it, the reply count matters — the freight forwarder, who sends no marketing at all, sees the bill roughly 3.3× because every quote and every “let me confirm” is now metered.
Meta's own AI, and what it costs
Meta now offers its own assistant. Inside the WhatsApp Business app — the phone app a small business uses — it is called Business AI, it launched in India in May 2026, and Meta publishes no charge for it. For a business on the API, the same thing is the Meta Business Agent, and from 1 August 2026 Meta bills it per token: $2 per million tokens, with one charge covering both the AI and the message it sends.
Meta’s own estimate is 20,000–25,000 tokens a message, or about 4–5 US cents. At today’s exchange rate that is roughly three and a half to four and a half rupees a reply — thirty to forty times a service message, and four to five times a marketing one. It is priced for businesses that would otherwise pay a person to answer, not for businesses counting paise.
The free version in the app answers from a catalogue and documents you upload and books appointments. What it does not do is the part after the answer: it does not write what it learned onto a customer record, score the lead, open a priced deal, or hand a conversation to a named person with the context attached. That is the gap between an assistant that replies and a salesperson that closes, and it is the gap the rest of this site is about.

What a WhatsApp tool adds on top
Meta’s fee is one line of the bill. The tool you use to send — the inbox, the broadcast screen, the chatbot — is the other, and it comes in three shapes. Ask which one you are looking at before you compare prices.
- A flat software fee. A monthly price for seats and features, and Meta’s messages billed to you at Meta’s rate. What you see on the rate card is what you pay.
- A margin on every message. The tool bills you for messages itself, at Meta’s rate plus something — commonly 10 to 30 percent. On 15,000 marketing messages a month, a 20% margin is about ₹2,589 a month you would not pay Meta directly.
- A per-conversation or per-contact fee. A price per active customer or per conversation on top of Meta. Cheap at low volume, expensive the moment the business works.
Two questions settle it: who sends me the invoice for messages, you or Meta? and what is your rate for a marketing message in India, in rupees, with GST? If the second answer is not ₹1.02, the difference is the margin.
How Linkubit charges

Does WhatsApp charge per message or per conversation?
Per message, since 1 July 2025. Before that Meta charged for a 24-hour conversation; now each marketing, utility or authentication template you send is priced on its own. Free-form replies inside a customer's 24-hour window are free until 1 October 2026, and ₹0.115 each after it.
How much does a WhatsApp marketing message cost in India?
₹0.8631 per message delivered, plus 18% GST, at every volume — Meta publishes no volume discount on marketing for India. That is about ₹1.02 all in.
How much does a utility or OTP message cost?
₹0.115 per message for both utility and authentication at normal volumes, falling to ₹0.0805 at very high monthly volumes. A utility template sent while the customer's 24-hour window is open is free.
Is replying to a customer free?
Until 1 October 2026, yes — anything you send inside the 24 hours after a customer's last message costs nothing. From that date Meta charges ₹0.115 for each reply a business sends inside the window, the same as a utility message. The customer's own messages are never charged, and everything inside the 72-hour window after a Click-to-WhatsApp ad stays free.
What changes on 1 October 2026?
Two things, both published by Meta. Service messages — the replies you send inside a customer's 24-hour window — are charged per message at the utility rate (₹0.115 in India), with no volume tiers. And a utility template sent inside that window, which used to be free, is charged too. Marketing and authentication rates do not change.
What does Meta's own AI agent cost?
For a small business using the WhatsApp Business app, Meta publishes no charge for Business AI. For a business on the API, Meta bills the Meta Business Agent at $2 per million tokens from 1 August 2026, and says a message typically uses 20,000–25,000 tokens — about 4–5 US cents a message, delivery included.
Who bills me, Meta or my WhatsApp tool?
Meta bills your WhatsApp Business Account directly for messages, in rupees with GST. Your tool bills you separately for its software. Some tools also add a margin to Meta's per-message price; ask for the two numbers side by side before you sign.
