When to send it, and what gets it rejected
A quote that arrives more than 24 hours after the enquiry is outside the window and must be a template — this one. Keep the number in the message, not only in the PDF; a customer comparing three forwarders on their phone reads the text and skips the attachment. "Reply YES to book" is fine in a utility template; "special rate this week only" is not.
Submitting it to Meta
Create it in WhatsApp Manager (or through your tool) with the category Utility, paste the body with the {{n}} variables, and give each variable a sample value from the example above — Meta’s review reads the samples. Approval usually takes minutes to a few hours. If it comes back re-categorised as marketing, a line in the body reads as promotional; remove it rather than argue.
