Your software sends messages to Meta by request and receives every reply as a webhook, so a team, a CRM or an AI can work one WhatsApp number at once. Nothing runs on a phone: the number is registered on Meta's Cloud API, your provider's software talks to Meta over HTTPS, and the customer sees an ordinary WhatsApp chat.
Two rules shape everything. A customer's message opens a 24-hour window in which you may reply free-form; outside it you may send only a template Meta approved in advance, in one of three categories. And Meta charges per message you send, by category and country, billing the WhatsApp Business Account directly — access itself is free.
