WhatsApp Business API

Definition

The WhatsApp Business API (now the WhatsApp Business Platform, or Cloud API) is Meta's programmatic way for a business to send and receive WhatsApp messages through software rather than a phone. It is what lets a team, a CRM or an AI answer on one number.

What the WhatsApp Business API is

An API — an application programming interface — is the way one piece of software talks to another, and the WhatsApp Business API is how a business's software talks to WhatsApp. The WhatsApp Business app on a phone is one number, one person, one screen. The WhatsApp Business API is the same number driven by software: your system sends a message as an HTTP request, Meta delivers it, and every reply the customer sends comes back to your system as a webhook. Nothing runs on a handset. A team, a CRM, a campaign tool and an AI can all work the same number at once, and there is no ceiling on how many conversations are open. Meta's own name for it since 2022 is the WhatsApp Business Platform; the hosted version Meta runs is the Cloud API. All three names mean the one thing.

Is the WhatsApp Business Platform the same as the API?

Yes. "WhatsApp Business API" is what the product was called when it launched in 2018 and what most people still type; "WhatsApp Business Platform" is Meta's name for the whole offering since 2022; "Cloud API" is the part of the platform Meta hosts, as against the older self-hosted On-Premises API that Meta has retired in its favour. A provider that says it offers "the official WhatsApp API" is offering access to this platform, and so is Linkubit.

What the WhatsApp Business API costs

Meta charges nothing for the API, the account, the number or the templates. It charges per message you send, by category, at rates it publishes per country and revises up to quarterly. In India, before 18% GST:

Two things sit on top of Meta's rates. The software you use to send — an inbox, campaigns, an assistant — has its own subscription. How to get the WhatsApp Business API

  1. A Meta Business Portfolio (a Business Manager account) for the company. Free.
  2. A phone number that is not on WhatsApp — or one you are willing to move off the app. A landline or a virtual number works; it only has to receive one code.
  3. A display name that matches the business, and a website or a document for verification later.
  4. Embedded Signup inside a provider's product, or the developer console at developers.facebook.com. The guided flow creates the WhatsApp Business Account, registers the number and connects it, in about fifteen minutes.
  5. Business verification, afterwards: a form in the portfolio, a few days at Meta, and the sending limit rises from 250 conversations a day.

Cloud API or a BSP?

A Business Solution Provider is a company Meta lists as a partner; historically it hosted the API for you. Since the Cloud API, Meta hosts the messaging itself and any business can connect directly — so the question is no longer who hosts the API but who provides the software around it. Is there a WhatsApp API key, and what is api.whatsapp.com?

There is no API key to buy or copy. Access is a WhatsApp Business Account (a WABA) under a Meta business portfolio, a phone number registered on it, and a system-user access token your provider or your own Meta app holds — the token is what the request carries, and it is never typed into a form. If a page offers to sell you a "WhatsApp API key", it is selling access to its own platform under that name. api.whatsapp.com is a different thing again: it is the address behind a click-to-chat link (`api.whatsapp.com/send?phone=…`, the same as `wa.me`), which opens a chat in the customer's own WhatsApp; it is not the Business API and needs no account at all. WhatsApp Manager: where the account lives

Everything about a WABA is set up and read in WhatsApp Manager, inside Meta Business Suite: the phone numbers and their display names, the message templates and their approval state, the quality rating and messaging tier, the payment configurations, and the billing that Meta charges the business directly. A provider connects to the same account rather than replacing it, so a business that moves tools keeps its number, its templates and its history.

What you can send, and when

The rule that shapes everything on the API is the 24-hour customer service window. When a customer writes to you, a window opens in which you can send any message — text, pictures, documents, catalogue cards, buttons, a payment request — without approval. Every message from the customer resets it. Outside the window you can send only a template: a message Meta approved in advance, in one of three categories, to a person who agreed to hear from you. Limits, quality and the green tick

  • Messaging limit. How many people you can start a conversation with in 24 hours: 250 for an unverified number, then 1,000, 10,000, 100,000 and unlimited as the number proves itself. Verification lifts the first step; volume and quality lift the rest. See messaging limit.

The mistakes that cost the most

  • Buying marketing templates for utility messages — an order update sent as marketing costs seven times the utility rate and needs consent the customer may not have given.
  • Broadcasting to a list that never opted in — the fastest route to a red quality rating and a lowered limit. The consent rules are short.
  • Answering the next morning — the window has closed, the reply is now a template, and the customer has moved on. The speed-to-lead guide is about the first minute.
  • Paying a mark-up on Meta's rate without knowing it. Ask the provider whether it bills Meta's rate or its own.

Do you need it at all?

A single person answering a manageable number of customers from a phone does not. A business where two people need the number, where a customer waits more than a minute, where reminders and confirmations go out by hand, or where enquiries arrive from ads faster than they can be answered, does — and every one of those is a symptom of the app, not of the business. Meta's own AI inside the app, the Meta Business Agent, answers questions for free but does not qualify, quote or hand over; the API is where a salesperson lives.

What is the WhatsApp Business API?

Meta's platform for sending and receiving WhatsApp messages through software rather than a phone: your system sends messages by request and receives replies as webhooks, so a team, a CRM or an AI can work one number. Meta now calls it the WhatsApp Business Platform; the hosted version is the Cloud API.

Is the WhatsApp Business API free?

Access is free. Meta charges per message: in India ₹0.8631 for a marketing template, ₹0.115 for utility or authentication, and from 1 October 2026 ₹0.115 for a free-form reply, before GST. The software you use adds its own fee.

What is the difference between WhatsApp Business API and Cloud API?

None in what you can do. The Cloud API is Meta's hosted version of the WhatsApp Business Platform, which is what the API became. The older On-Premises API, which a partner had to host, has been retired in the Cloud API's favour.

How do I get the WhatsApp Business API in India?

Do I need a BSP to use the WhatsApp Business API?

Business-initiated conversations are capped per 24 hours by the messaging limit — 250 for an unverified number, then 1,000, 10,000, 100,000 and unlimited as the number proves itself. Replies inside an open window are not capped.

Can an AI reply on the WhatsApp Business API?
