Phone number ID
The phone number ID is the identifier Meta gives each WhatsApp number on the Business Platform. Software sends messages to the ID, not to the digits, and an inbound webhook names the ID so the tool knows which number the customer wrote to.

Why it is not the number
A number can move between accounts, be re-registered, or be displayed differently by country. The ID is stable, so every tool keys its routing on it: a message that arrives for phone number ID X belongs to the workspace that connected X.

Where do I find my phone number ID?
In WhatsApp Manager under the number's details, or in the developer console under the app's WhatsApp settings; a provider's connect screen shows it after Embedded Signup.
Is the phone number ID the same as the WABA ID?
No. The WABA ID names the account; the phone number ID names one number inside it. An account with three numbers has one WABA ID and three phone number IDs.
Does the phone number ID change?
Not while the number stays on the same account. Moving a number to another WhatsApp Business Account gives it a new ID, which is why a provider re-connects after a migration.
