A Meta Business Portfolio (formerly Business Manager) is the top-level account that holds a business's Facebook Pages, Instagram accounts, ad accounts and WhatsApp Business Accounts, and the people allowed to work on them. Every WhatsApp number on the API sits inside one.

Why it matters
Business Verification is done on the portfolio and flows down to every asset in it. A WhatsApp account, an ad account and an Instagram account in the same portfolio can be connected to one tool with one login.
Who should own it
The business, with an admin who will still be there next year — not an agency's account, and not one person's personal profile if it can be helped. Moving assets between portfolios later is possible but slow.
